PIN dialog does not appear after boot but on first dialer usage

Description

This is a regression from at least the MS2 build.

You start up the device, dbus and all is working but it does not show you the PIN dialog. Contacts and SMS are just not shown.

Opening the dialer let the PIN dialog appear. After entering the PIN everything is working as expected again.
