fogsmd: htcleo: register network takes too long

On the htcleo machine (HTC HD2) it takes comparably long until the devices will register to network. Other devices with similar radio (htcdesire, htcnexus) might be affected as well. In case of htcleo I can tell it is _comparably_ long because the device also runs windows mobile and android. In both cases it takes only few seconds from an airplane mode until a state in which user can place a call and radio is always registered after bootup. In SHR it will take few minutes after bootup until it will show registered state. I tested with two different sims (providers).

I am not sure how to begin debugging this.
