+CFUN=4 and then +CFUN=1 does not work

Description

looks like them modem status is staying on alive_and_registered and thus the watchdog is not trying to recamp to the network.

fsogsmd: improve modem state logic in order to fix #580

  • do nothing, if we are already in the requested state (not even with 'force')
  • go 'back' only if forced

fsogsmd: set modem status back to ALIVE_SIM_READY when we are no longer registered.
