[patch] SOS only mode not enabled without SIM

Description

When there's no SIM installed, ogsmd doesn't register as guest (or whatever it's called) on a network, for SOS only calls.

This might be a quirk of the Calypso, and not of other modems, therefore I made a Calypso specific patch, to send a 'list providers' command when the SIM cannot be read. This triggers 'guest' association with one of the networks, which enables emergency calls.
