Add a method to configure FixNow to ogpsd

Description

Applications that use GPS should be able to say how often they need updates. That way ogpsd can reduce the rate of fixes the gps performs and save battery.

This might be a workaround for the ephemeris upload problem (keep GPS in FixNOW mode when suspended).

Ephimeris upload has been fixed, but it would still be nice to have this feature.
