gsm071muxd blocks when the modem is not powered

Description

This is a bug in gsm0710muxd, but I put is here anyway because it affects ogsmd.

If we remove the battery of the OM and start gsm0710muxd, it will block after : /usr/sbin/gsm0710muxd[1408]: gsm0710muxd.c:1641:start_muxer(): Configuring modem

The problem comes from the call to tcdrain line 1195 in gsm0710muxd.c
