"Network out of order" message is misleading if no balance is left on SIM

Description

As can be seen in the log in bug #390 the message the modem returns when there is no balance on the SIM is "+CMS ERROR: 38" which means "Network out of order". This is a rather confusing way of telling us that the balance on the SIM is not enough.
