Resend +CNMI and +CSMS until they succeed

Description

TI Calypso (and other modems) may error out when +CNMI and +CSMS are sent, before the modem/SIM card is ready. We need to catch this error and attempt to resend it at a later point.

Isn't this already fixed? I believe I see ogsmd resending these commands in the log.
