Dim screen should eat taps

Description

Screen Dim state should eat screen taps just like Screen Off does. IE, if I'm watching GPS or reading a message or something and the screen dims, tapping to restore to full brightness shouldn't pass the tap through to the application.

Agreed. With more recent kernels, we should issue the IOCTL to grab mouse events during the lock phase.

Illume supports this functionality, it needs better integration with the framework. The framework itself should not change backlight/blanking while X is running.
